Frequently asked questions
Who is responsible for subcontractor health and safety on an Irish site?
Responsibility is shared. The Project Supervisor for the Construction Stage coordinates site safety, but principal contractors and each employer retain duties for their own people and work activities under the Construction Regulations. We set up the pre-qualification, RAMS and verification systems that show you discharged those duties.
Do subcontractors need to be on payroll, or is RCT enough?
It depends on the genuine working relationship, not the label on the invoice. A worker treated as a subcontractor under RCT can still be found to be an employee, which brings PAYE, holiday and redundancy liabilities. We review your arrangements against the Irish employment status tests and correct any misclassification.
What is Safe Pass and who has to hold it?
Safe Pass is the mandatory health and safety awareness programme for most workers on Irish construction sites. The card is valid for a set period and must be renewed. HR Duo tracks every card and its expiry date and alerts you before it lapses.
